Moreover, even in the case of a Triumvirate-grade power would have been directed to those in the PRT whose specific job is to deal with new potential members and those that would directly take part in power testing/contracts. So, while Trigger events are indeed something the PRT is aware of and they do want as many parahumans as they cab get to join the local branch, a new trigger is not something that would merit the Directors immediate attention unless we are talking about a really public trigger causing public damage or someone with a Triumvirate-grade power.
